The Krugerrand was first minted at the height of the apartheid regime with the aim of helping the South African gold market deal with the trade embargo placed on South Africa. The embargo did indeed harm the gold trade (South Africa has one of the world's largest gold deposits and the gold industry is naturally one of the country's key export sectors), but not the coin trade. After the fall of the apartheid regime the coin became legitimate and legal throughout the West.
